National Institutional Ranking Framework (NIRF) is a ranking methodology adopted by the Ministry of Education, Government of India, to rank institutions of higher education in India. The NIRF is a methodology to rank institutions across the country based on various parameters. It is the first-ever effort by the government to rank Higher Education Institutions (HEIs) in the country.

The framework was approved by the erstwhile Ministry of Human Resource Development (now, Ministry of Education) and launched by the Minister on 29 September 2015.

Depending on their areas of operation, institutions have been ranked under 13 different categories –

The Minister of State for Education and External Affairs, Dr. Rajkumar Ranjan Singh released the NIRF Rankings 2023. The National Institutional Ranking Framework, Ministry of Education introduced the India Rankings 2023 under thirteen different categories.

About 3500 institutions voluntarily participated in the first round of rankings.

NIRF was allotted a budget of ₹3 crore (US$380,000) for 2021–22.

The 2017 rankings were released by MHRD on 3 April 2017.

While in its first rankings released in 2016, NIRF had four categories (Universities, Engineering, Management and Pharmacy).

In 2017, two more categories namely, Overall and College, were added. Around 3,000 institutions participated in the rankings.

On April 3, 2018, the 2018 NIRF rankings were released which witnessed an increase in the number of participating institutions.

The NIRF ranking for 2019 was released on April 8, 2019 in 9 categories which included Overall, Universities, Engineering, Colleges, Management, Pharmacy, Medical, Architecture, and Law.

For the 2020 rankings, around 3,800 institutions participated in the process, which was 20 percent more than that in 2019. 

The 2020 ranked lists were released by MHRD on June 11, 2020. For the first time, the Dental institutes were placed under a different ranking list.

NIRF :- The initial draft of the report was prepared by Surendra Prasad, chairman, National Board of Accreditation and Member of the core committee.

The University Grants Commission constituted an expert committee on 9 October 2015 to develop a framework for the ranking of universities and colleges in India.

The All India Council for Technical Education developed parameters and metrics for ranking institutions offering pharmacy education and also architecture education.

:- Expansion of “Architecture” to “Architecture and Planning”

:- Integration of the “Innovation” ranking previously executed by the Atal Ranking of Institutions on Innovation Achievements (ARIIA) into the India Rankings to reduce the burden on institutions of providing similar data to two different agencies.

While the total number of Higher Educational Institutes that participated in the ranking exercise in various categories and subject domains have increased from 3565 in 2016 to 8686 in 2023, the number of categories and subject domains have increased from 4 in 2016 to 13 in 2023.

IIT-Madras maintained its dominance as the top engineering institution in India for the eighth consecutive year.

NIOS :- The National Institute of Open Schooling (NIOS), formerly National Open School (name changed in 2002), is the board of education under the Union Government of India. It was established by the Ministry of Human Resource Development (Now Ministry of Education) of the Government of India in 1989 to provide education to all segments of society under the motive to increase literacy. It also offers vocational courses after the high school.

It's the largest open schooling system in the world.

Before 1995, the NCTE had existed since 1973 as a government advisory body (and not as a separate institution) to look after development and progress of "teacher education". The NCTE was then only a department of the National Council of Educational Research and Training.

AICTE :- The All India Council for Technical Education (AICTE) is a statutory body, and a national-level council for technical education, under the Department of Higher Education. Established in November 1945 first as an advisory body and later on in 1987 given statutory status by an Act of Parliament, AICTE is responsible for proper planning and coordinated development of the technical education and management education system in India.

In 2016, three important initiatives were taken up by AICTE.

On 6 June 2017, Prime Minister Narendra Modi announced that the AICTE along with the University Grants Commission would be scrapped and replaced by a new body called Higher Education Empowerment Regulation Agency (HEERA).

According to the draft of law backed on the ideas of NITI Aayog and the Prime Minister Office, नीति आयोग और प्रधान मंत्री कार्यालय के विचारों पर समर्थित कानून के मसौदे के अनुसार, the National Council for Teacher Education was also planned to be subsumed by HEERA.

NCVET :- National Council for Vocational Education and Training is an autonomous, non-statutory and regulatory body under Ministry of Skill Development and Entrepreneurship for monitoring the institutions engaged in providing short term and long term educational training in vocational education. 

National Council for Vocational Education and Training will be controlling authority of institutions imparting education and training to 15 million students each year.

National Council for Vocational Education and Training was formed on 10 October 2018 by clubbing National Council for Vocational Training (NCVT) and National Skills Development Agency (NSDA), as non-statutory and regulatory institution.

Composition :- National Council for Vocational Education and Training to consist of a chairperson and two executive members and two non-executive members who will be appointed by a committee headed by Prime Minister. The council will also have a nominated member and designated staff with officers and consultants.
