The United Nations Biodiversity Conference (COP15) ended in Montreal, Canada, on 19 December 2022. Representatives from 188 governments have been gathered in Montreal.

Chaired by China and hosted by Canada.

The 2022 United Nations Biodiversity Conference (COP15) of the Parties to the UN Convention on Biological Diversity (CBD) was planned to be held in April 2022 in Kunming, China, but was postponed. It was originally scheduled to be held in October 2020, but was delayed due to the COVID-19 pandemic.

The Fifteenth meeting of the Conference of the Parties (COP 15) is held in Kunming, China and Montreal, Canada, in two phases. Phase one took place virtually, from 11 to 15 October 2021 and included a High-Level Segment from 12 to 13 October. Phase two is currently happening in Montreal, Canada, from 7 to 19 December 2022. 

On December 19, almost every country on earth signed onto the agreement which includes protecting 30% of land and oceans by 2030 (30 by 30) and 22 other targets intended to reduce biodiversity loss.

Biodiversity, or the variety of all living things on our planet, has been declining at an alarming rate in recent years, mainly due to human activities, such as pollution and climate change.

This Conference comprises the 15th meeting of the Conference of the Parties (COP 15) to the Convention on Biological Diversity (CBD), the tenth Meeting of the Parties to the Cartagena Protocol on Biosafety (Cartagena Protocol COP/MOP 10), and the fourth Meeting of the Parties to the Nagoya Protocol on Access and Benefit-sharing (Nagoya Protocol COP/MOP 4). 

About the Convention on Biological Diversity (CBD) :- Opened for signature in 1992 at the Earth Summit in Rio de Janeiro, and entering into force in December 1993, the CBD is an international treaty for the conservation of biodiversity. The Cartagena Protocol on Biosafety and the Nagoya Protocol on Access and Benefit-Sharing are supplementary agreements to the CBD.

Cartagena Protocol, which entered into force 11 September 2003.

Nagoya Protocol :- Entering into force 12 October 2014.

Participants agreed to the Kunming-Montréal Global Biodiversity Framework, a historic global framework to safeguard nature and halt and reverse biodiversity loss, putting nature on a path to recovery by 2050.

2010 was also the International Year of Biodiversity.

National Assessment and Accreditation Council (NAAC) :- The National Assessment and Accreditation Council (NAAC) was established in 1994 as an autonomous institution of the University Grants Commission (UGC) with its Headquarter in Bengaluru. The NAAC conducts assessment and accreditation of Higher Educational Institutions such as colleges, universities or other recognised institutions to derive an understanding of the "Quality Status" of the institution.

The National Assessment and Accreditation Council (NAAC) is a government organisation in India that assesses and accredits Higher Education Institutions (HEIs). It is an autonomous body (स्वायत्त निकाय) funded by the University Grants Commission.

Accreditation refers to the certification given by NAAC which is valid for a period of five/seven years.

NAAC was established in 1994 in response to recommendations of National Policy in Education (1986).

CGPA :- Cumulative Grade Point Average is a educational grading system. It is used in schools and colleges to measure overall academic performance of a student/college. It is most commonly used to assess a student's overall academic achievement on a given subject.

It is an outcome of the recommendations of the National Policy in Education (1986).

The NAAC functions through its General Council (GC) and Executive Committee (EC) comprising educational administrators, policy makers and senior academicians from a cross-section of Indian higher education system. 

The Chairperson of the UGC is the President of the GC of the NAAC, the Chairperson of the EC is an eminent academician nominated by the President of GC (NAAC). 

The Director is the academic and administrative head of NAAC and is the member-secretary of both the GC and the EC.

Q. Is NAAC a statutory body?
:- No, it is not a statutory body.
Statutory body or authority means a non-constitutional body which is set up by a parliament. These are non-constitutional bodies as they do not find any mention in the Constitution. They are created by an Act of Parliament. 

Example of a statutory body is SEBI i.e. Securities and Exchange Board of India (SEBI Act, 1992).

:- NAAC is an autonomous body that assesses and accredits Higher Education Institutions (HEIs) in India and is funded by the University Grants Commission (UGC).






Q. What is the difference between NAAC and UGC?
:- NAAC is an acronym for the National Assessment and Accreditation Council while UGC is the University Grants Commission.
:- UGC is responsible for approving Universities or Colleges whereas NAAC accredits the programs offered in the University or institute.
:- The main aim and responsibility of the University Grants Commission (UGC) are providing funds and that of coordination, determination and maintenance (समन्वय, दृढ़ संकल्प और रखरखाव) of standards in institutions of higher education. विश्वविद्यालय अनुदान आयोग (यूजीसी) का मुख्य उद्देश्य और जिम्मेदारी उच्च शिक्षा संस्थानों में समन्वय, निर्धारण और मानकों के रखरखाव के लिए धन उपलब्ध कराना है।
:- NAAC is an autonomous body (स्वायत्त निकाय) that is funded by the University Grants Commission (UGC).

Eligibility Criteria for NAAC :- Higher Education Institutions (HEIs), with a record of at least two batches of students graduated or been in existence for six years, whichever is earlier, are eligible to apply for the process of Assessment and Accreditation (A&A) of NAAC, and fulfill all the specified conditions.

Q. What is the Present Status of India’s Higher education Sector?
:- India's higher education system is the world's third-largest in terms of students, next to China and the United States.
:- India's Higher Education sector has witnessed a tremendous increase in the number of Universities/University level Institutions & Colleges since independence.
:- In the prestigious Quacquarelli Symonds (QS) World University Rankings 2023, only three Indian Universities- IIT-Bombay, IIT-Delhi and IISc (Bangalore)- have been included in the top 200 institutes.

Education Quality Upgradation and Inclusion Programme (EQUIP) :- This is a five-year vision plan to improve the quality and accessibility of higher education over the next five years (2019-2024).

Global Initiative for Academics Network (GIAN) :- The programme seeks to invite distinguished academicians, entrepreneurs, scientists, experts from premier institutions from across the world, to teach in the higher educational institutions in India.

All India Survey on Higher Education (AISHE) :- The main objectives of the survey are to- identify & capture all the institutions of higher learning in the country; and collect the data from all the higher education institutions on various aspects of higher education.

Q. What is the aim of the programme "Unnat Bharat Abhiyan"? (UPSC 2017)
Connecting institutions of higher education with local communities to address development challenges through appropriate technologies.

"Unnat Bharat Abhiyan" was launched by the Ministry of Human Resource Development (Now Ministry of Education), GoI with an aim to connect institutions of higher education, including the Indian Institutes of Technology (IITs), National Institutes of Technology (NITs) and Indian Institutes of Science Education and Research (IISERs), etc., with local communities to address the development challenges through appropriate technologies.

Q. What is the Status of Accredited Institutions in India? भारत में मान्यता प्राप्त संस्थानों की स्थिति क्या है?
:- There are 1,043 universities and 42,343 colleges listed on the portal of the All-India Survey on Higher Education.

:- As of December 2021, 655 universities and 13316 colleges were accredited by NAAC.

Among the states, Maharashtra accounts for the highest number of accredited colleges followed by Karnataka the second highest.

:- Tamil Nadu has the most accredited universities at 43.

Guru Nanak Dev University (GNDU) :- Guru Nanak Dev University was established at Amritsar on November 24, 1969 to mark the 500th birth anniversary of Sri Guru Nanak Dev Ji. It was set up by an act passed by the Punjab state legislature. The University has also been conferred with the status of “University with Potential for Excellence” by UGC.

GNDU has been awarded the prestigious Maulana Abul Kalam Azad trophy for overall excellence in sports for a record 23 times. The Current Vice Chancellor of the University is Dr. Jaspal Singh Sandhu.

Guru Nanak Dev University was ranked 44th among universities in India by the National Institutional Ranking Framework (NIRF) in 2022 and 80th overall.

He expressed hope that all of the state's universities will emulate Guru Nanak Dev University in order to bring honour to the state.

India plans to give green hydrogen fuel producers incentives worth at least 10% of their costs under a $2 billion scheme set to begin before the end of June, a top government official said.


New Delhi this year approved a 174.9 billion rupee incentive plan to promote green hydrogen in a bid to cut carbon dioxide emissions and become a major exporter in the sector.


The government will give incentives worth at least 30 Indian rupees per kg for production of green hydrogen fuel. The cost of manufacturing green hydrogen, which is made using renewable energy rather than power derived from fossil fuels, in India is currently at about 300 rupees per kg.


India has set targets for half of its installed electricity capacity to be from non-fossil fuel sources by 2030 and for the country to attain net-zero carbon emissions by 2070.

The 10th edition of IN-SLN bilateral maritime exercise SLINEX-23 is scheduled at Colombo from 03 - 08 April 2023. The exercise is being conducted in two phases: the Harbour Phase from 03-05 April 2023, followed by a Sea Phase from 06-08 April 2023. Indian Navy is being represented by INS Kiltan, an indigenous Kamorta class ASW corvette and INS Savitri, an Offshore Patrol Vessel. The Sri Lanka Navy is being represented by SLNS Gajabahu and SLNS Sagara. Maritime Patrol Aircraft, helicopters and Special Forces from both the sides would also participate in the exercise. The previous edition of SLINEX was conducted off Visakhapatnam from 07-12 March 2022.


SLINEX aims at enhancing interoperability, improving mutual understanding and exchanging best practices while jointly undertaking multi-faceted maritime operations.  Professional, cultural and sporting events, as also social exchanges are planned during the harbour phase to further bolster the bonds of friendship and camaraderie between both the navies.
